Hmmm, June is when it starts getting warmer and September is when it starts to get colder again, if I had to pick I would say June because I would think there would be more going on on the beaches and other events. Btw, the water is always cold on the Pacific coast, it is never warm enough for anything lol. Regardless of the weather.

June is often characterized by the “June gloom” of “late night and early morning low clouds and fog, usually (but not always) burning off in the afternoon, depending on how close you are to the coast”. “Warming up” means that the temperatures start going from the high 70′s to the low 90′s. The ocean will be in the mid 60′s to low 70′s and is fine so long as the sun comes out.
September is characterized by either balmy/hazy/calm air, or Santa Ana winds which sweep the air clean but often spread brush fires turning the LA basin into an orange skied smokehouse. The ocean reaches the mid 70′s and is excellent for swimming. After Labor Day, the tourist crowds go down a little more, but it’s never really “empty” anywhere.
June can be cloudy every day and the ocean will still be cool. It’s called June Gloom.
September can be one of the hottest, smoggiest months to visit. It’s also fire season and that’s when our hills and canyons catch fire. The ocean will be warm, but the sky will be brown.
I would pick June over September.
June- September can be warn and really hot, but sometimes in June in can be summer storms, be the best time to become and visit is in summer, or spring. No wind or storm advisery. the water can be really cold, but do not worry, the hot is unbearable, but once you go in, it can feel really good
the sea is always cold on the pacific coast. doesn’t really matter. i think june is better because it’s less hot.
