I’m from CT and we drove there fine. IT’s an extremely easy drive, but i dont know about flights.
There’s a lot to do without a car. The only thing we needed a car for was to go horseback riding. Otherwise we took 1 tour and hotel shuttles, but mostly walked.
P.S. WE STAYED AT A FALLSVIEW HOTEL ON THE CANADA SIDE.

Sure you can fly, but you should rent a car once you get there. It’s not far from Buffalo. Jet Blue is your best bet.
If you drive, it’s easy but long. I always found that Cortland was a good mid-ways stop.
As far as getting to Niagara w/out a car, I’m sure you could find some kind of bus tour company that goes out there from Buffalo. Probably not directly from the airport.
I would say definitely DO NOT take a bus all the way from NYC to Niagara. The Amtrak is just about the same price (as is a flight usually) and much more comfortable and quick. The bus is like 10hrs, Amtrak 7-8hrs, driving 6-7hrs, flight 1hr.
