the manager emailed me back saying “Good news, the cruise port cost has decreased and you have been credited “. I originally asked for 0 on board cruise ship spending credits.
Do you think they ripped me off on the port fees and are now refunding some of it??

Your talking about 2 or 3 different things. First the Visa question. You may or may not need a Visa depending on where you go and where you are from. So ask the cruise company directly about this.
Next it sounds like the travel agent manager is giving you a refund on port charges which has nothing to do with cruise credits unless instead of refunding your credit card, the manager is applying this as cruise credits.
Third, travel agents often offer cruise credits of about 0.
So this is the best I can figure what you are trying to say. I do not think you were ripped off, but the port fees price may have simply changed. Hope you get all three of these items squared away.
