I am thinking of gifting my friend a trip to Turkey. Unsure whether just flight tickets or a whole travel package is cheaper (my budget is not extravagant). Could someone advice whether there are any good travel agents based in Turkey to help my friend to have a look at places of interest.

In all the resorts there are many shops that sell the interesting tours and activities, they are everywhere and they have boards outside advertising which places of interest their trips are to.
I suggest you to buy only flight tickets and choose your hotel here. Here’s some information about some hotels of Istanbul. If you have a small budget, I suggest you the 3 star or boutique hotels in Fatih-Sultanahmet. You may find a room with 25 Euro or even lower price.
