I found this great link for you below….very detailed, but double check with the country’s embassy before buying your ticket.

You will notice that there are no European Countries there. So your best bet would be to get a regular visa for a European country from the embassy.

The fact that you have a Dubai Visa makes very little difference to the countries that will let you in without a visa. It is Citizenship that counts, ie where your passport comes from.

If applying for a regular visa to Europe, the immigration will need to see that you a have a reasonably well paid job, a permanent residence in Dubai, and in effect they need to be sure that you will leave the country after your holiday. Remember that a Schengen Visa will allow you to visit many European Countries, but a UK Visa you can only visit UK…

If you are an Indian national you will need to obtain a Schengen visa to visit most of Europe.
Visit http://www.visaguru.co.uk It will tell you what countries are visa free and visa on arrival. It also has accommodation and hotel deals on the site.

Your UAE resident status should have little impact on visa on arrivals. Its the citizenship that counts more. You are better off getting the Schengen visa
